SCADA System upgrade for Data Acquisition integration
Grid Dispatch Centre

As part of the construction and development of the new Cape Verde Grid Dispatch Centre in Praia, Santiago Island, the project comprised the integration of all existing electrical infrastructures, from transmission and distribution to power generation.

At the same time, there was a need to increase the penetration of the renewable resources in the generation mix, as well as the modernization of the existing grid infrastructures. The Palmeira Power Plant in Sal Island was integrated by WinPower within the new Grid Dispatch Centre of GE Energy, in Santiago Island.

Our Solution

Design, Supply, Installation & Commissioning for the integration of the Palmeira Power Plant and Sal Island Wind Farm Generation in the GE Dispatch Centre. WinPower implemented one new MODBUS RTU interface network on the existing SCADA system.

In the local SCADA system two Automatic Generator Control (AGC) modes were implemented:

  1. AGC LOCAL: The baseload setpoint (MW) is managed by the operator, on the local SCADA system. In this mode all generators are completely operated by the local system.
  2. AGC REMOTE: All the setpoints and generators’ control were managed by the GE Dispatch Centre.
